Quantaray "makes" some good products. Most are Sigma brand relabeled as Quantaray. Quantaray lenses are mostly Sigma's consumer line, but they do carry the 135-400mm lens as well.
There products are fine, anything like a T-Mount can easily be trusted from them.

It is made of metal (always a good thing) and is quite strong. Used it to mount my 14" 1000mm lens (not a mirror) to my Nikon camera. Did a great job, no complaints.
